So I did some research and found that there are others with this issue and never resolved. The version of Fallout is v1.10.0.19 and apparently has never updated automatically and wont update manually. So I got this XB1S at Christmas time 2019 and purchased Fallout 4, along with Fallout 4 Season Pass on December 28, 2019, on sale for $11.99, from the Microsoft digital download store on the XB1S.
